Brussels has given France a final warning to change its gaming rules or be taken to the European Court of Justice. </p>

<p>  &#8220;Being realistic, we&#39;re beginning a controlled opening up of online betting, which we have presented to the European Commission,&#8221; Woerth told reporters.</p>
<p>  France has agreed a &#8220;controlled opening&#8221; of its gaming sector, which is composed of two monopolies &#8212; PMU for horse racing and Francaise des Jeux for lotteries.</p>
<p>  But EU authorities are still waiting for detailed provisions before making a final decision on suspending legal proceedings. Woerth said the government would seek to preserve its share of revenues from the gambling sector, which he put at 5.3 billion euros ($8.27 billion), but he said there was no alternative to meeting EU demands.</p>
<p>  &#8220;Proceedings against France for our monopoly as regards online betting have been open since June 2007. In these circumstances, either we dig in our heels or we change our position,&#8221; he said. He said a law would be presented in parliament after the summer break and a regulatory authority established by the beginning of next year. The first approvals should be issued in the second half of 2009.</p>
<p>  &#8220;Regarding horse racing, only parimutuel betting will be allowed,&#8221; Woerth said, referring to the system in which the total sum bet on a race is placed in a pool and the final prize is not set until all bets are placed.</p>
<p>  &#8220;For other forms of sports betting, we will hold discussions with leagues and federations. There, we will not have parimutuel betting but fixed odds betting,&#8221; he said, referring to a system in which the prize is agreed before bets are placed. . . We also want to open up casino games like poker but also roulette or black jack,&#8221; he said.</p>
<p>  Woerth said licenses would require minors to be prevented from betting and would contain strong protection for gamblers given the risk of addiction, as well as restrictions on advertising and controls against money laundering. The European Union&#39;s top court, the European Court of Justice, has ruled that gaming firms registered in one EU state must be allowed to operate across the 27-nation bloc unless there is an overriding national public interest not to do so. Free movement of services is enshrined in the EU treaty, but Paris has refused to grant licenses to private operators, saying there was a need to protect consumers and stop online fraud.</p>

<p>  William Hill&#39;s online &#8220;sportsbook&#8221; has struggled over the last year from intensifying competition and technology problems. The company had attempted to implement a major upgrade of its internet <a href="http://1stchoicesportsbetting.com">betting</a> operations in-house but was forced to scrap the project, writing down 22 million pounds in the process, after it became apparent that it would require greater investment and take longer than originally envisaged. It then turned to Orbis, which is highly regarded in the industry and serves clients including Ladbrokes and Paddy Power , to get the upgrade back on track.</p>
<p>  Topping, who was previously the company&#39;s Internet director but took up the position of chief executive in February, was at pains to emphasise his commitment to expanding the online business, which he feels was neglected in the past. William Hill had already successfully halted the decline in growth at its sportsbook and was now achieving double digit percentage growth, thanks partly to the introduction of 30 new games, backed by a new advertising campaign, Topping said.</p>
<p>  &#8220;There is a new sense of direction. For too long, we regarded ourselves as bookmakers with a bolt-on activity called gaming. There is a substantial opportunity for growth on the Internet,&#8221; he said.</p>

			<content:encoded><![CDATA[<p>Online gaming companies in Europe were dealt a blow on Monday as the European Union accepted a US offer to open some other services markets as compensation for shutting foreign companies out of America’s lucrative gambling industry.</p>
<p>  The EU said the bilateral deal would provide European businesses, such as TNT of the Netherlands and Deutsche Post of Germany, with unspecified new opportunities in the US postal and courier, research and development, storage and warehouse sectors. The US had also made concessions in the testing and analysis services sector.</p>

<p>  However, the deal, signed in Geneva, disappointed the online gambling industry, which claimed the EU had lost vital leverage in the effort to open up the $15bn-a-year US online gambling market. Millions of dollars were wiped off share values in October 2006 after the US made it illegal for credit card companies to process online gambling transactions, effectively closing the market to foreign competitors. The World Trade Organisation had ordered the US to grant compensation after it withdrew a commitment to liberalise the sector. The withdrawal came after the tiny Caribbean state of Antigua and Barbuda, which hosts a large gaming industry, brought a successful dispute case at the WTO. The WTO will rule soon on Antigua’s request for $3.4bn compensation.</p>
<p>  A spokesman for Peter Mandelson, the trade commissioner, refused to put a figure on the US offer, and said it could not be linked to the campaign for equal treatment in the US online gambling market. A spokeswoman for the US trade representative, who hatched the agreement, would also not discuss specifics but said she was confident the package provided WTO members with economic opportunities “at least as valuable” as the US gambling market. The US had also reached agreements with Canada and Japan.</p>
<p>  Clive Hawkswood, chief executive of the Remote Gambling Association, which represents companies that say they are losing at least $4bn in revenue a year, claimed the EU had handed over its primary weapon in the fight. He said: “The Commission can still press for an opening up of the market, but the leverage of the outstanding [compensation] negotiations has been taken away.”</p>
<p>  Mr Mandelson said he would continue to press for equal treatment and is placing hopes in legislation proposed by Barney Frank, chairman of the US House Financial Services Committee, to liberalise and regulate the online gaming industry.</p>
