<p>Originally, the EU intended to respond to the Cypriot request by December 14. Then that day came and went. The EU now says that the deadline to make a decision on the bill has been pushed back until March 14. When announcing the pushed back deadline, the EU stated that it was in part due to input received from Malta.</p>
<p>As you are probably aware, Malta is one of the biggest <strong>online gambling hubs</strong> in the world. They are home to a number of Maltese-licensed casinos. If Cyprus makes it illegal for Cypriot citizens to gamble online, Malta stands to lose some business. For that reason, some in the Cyprus government are blaming Mata.</p>
<p>According to Ionas Nicolaou, Vice President of the Democratic Rally (DISY), Malta and the United Kingdom are trying to sabotage their efforts to ban online gambling for their own self-interest. My opinion: Maybe you shouldn’t have <strong>joined the European Union</strong> if you didn’t want other countries meddling in your business and interfering in your government for their own gain.</p>
<p>Nicolaou said that “the interventions and comments by Malta and the United Kingdom were made purposely as online gambling is licensed in both countries and they receive huge amounts of money for those licenses.”</p>
<p>In the Cypriot draft bill, the country would ban <a href="http://poker-room.ws">online poker</a> and all online casino games. Online <a href="http://1stchoicesportsbetting.com">sports betting</a>, however, would remain legal and the a new government agency would be created to give out licenses to those who wished to operate in the market.</p>

<p>Under the agreement announced this week, Playtech will provide Buongiorno with its online casino product, to be launched in Italy following the regulation of online casino gaming, expected in early 2011. A range of innovative products and services, including mobile games, will set Winga&#8217;s offering apart, and bring new ways of playing to the Italian market, a company spokesman disclosed.</p>
<p>Andrea Casalini, chief executive at the mobile group said: &#8220;Buongiorno&#8217;s e-gaming offering, Winga.it is set to develop in two directions in the coming few months, once (Italian) regulations allow.</p>

<p>Forbes news reports that Judge Jed Rakoff sentenced Dikshit to one year&#8217;s probation but questioned why other prosecutions had not come before the courts &#8211; &#8220;Nobody else has been indicted,&#8221; said Judge Rakoff. &#8220;It has been two years since this defendant began co-operating, what&#8217;s going on?&#8221;</p>
<p>In response, Assistant U.S. Attorney Arlo Devlin-Brown, indicated that the investigation remains ongoing and stated &#8220;there are challenges in this prosecution&#8221;.</p>
<p>Dikshit&#8217;s legal representative, Mark Pomerantz, commented that he and his colleagues had discussed the confusing circumstances surrounding the case &#8220;hundreds of times.&#8221; In arguing for no jail time, Pomerantz highlighted Dikshit&#8217;s $300 million payment. He said Dikshit, who is a citizen of India with no ties to the U.S., had originally been given legal advice that it was unlikely he would be charged, and even that if he was charged the chances of extradition were slim.</p>
<p>&#8220;The acceptance of responsibility is extraordinary,&#8221; said Pomerantz. &#8220;He wanted to square his accounts with the U.S.&#8221;</p>
<p>Party Gaming subsequently settled with the US Justice Department regarding its pre-UIGEA activities for $105 million. However, co-founders Ruth Parasol DeLeon and Russell DeLeon were not charged and as far as is known have not reached any settlement with the U.S. authorities.</p>
<p>Dikshit has no further ties with PartyGaming after selling off his remaining shares in the company over the past two years for a reported $450 million and spends his time on his Charity Foundation, Kusuma Trust.</p>

<p>The new proposal is authored and introduced by Ivan Savvidi of the United Russia party, and proposes fines between 500 and 2000 roubles for people gambling outside of the official gambling zones using mobile networks and/or the Internet, meaning that online casinos and poker will be illegal in Russia if the bill is passed.</p>
<p>&#8220;Previously the law only concerned organisers of gambling, and now the gamblers themselves will also be responsible,&#8221; Savvidi told the local publication Gazeta.ru.</p>
<p>Savvidi claims in the proposal&#8217;s justification notes that online gambling may be especially tempting to the underaged.</p>
<p>Russian lawyer Irina Tulubyeva told Gezeta.ru: &#8220;If the gamblers know that they will pay a fine, there will be fewer of those willing to play. And they are becoming partners in crime, even though the main punishment will still be given to the organisers.&#8221;</p>
<p>The new bills are thought to have been prompted by Russian president Dmitry Medvedev&#8217;s recent call to curb illegal casinos in Moscow.</p>

			<content:encoded><![CDATA[<p>It&#8217;s an event much anticipated since the Quebec provincial government gave its imprimatur earlier this year for Loto Quebec to develop an <a href="http://casinochrome.eu">online gambling</a> site; the launch of Espacejeux.com this week was supported with millions of dollars in promos and plenty of publicity in the Canadian media.</p>
<p>Based in a province already internationally known for its proximity to the First Nation online gambling hub of the Mohawks at Kahnawake, barely an hour&#8217;s drive from Montreal, Quebec has become the second Canadian province to take the provincially regulated internet gambling route.</p>
<p>Earlier this year The British Columbia Lottery Corporation launched its PlayNow.com site, and the consensus is that the populous province of Ontario will soon follow. Meanwhile, moves are afoot in Saskatchewan by First Nation tribes to research online gambling possibilities, probably in partnership with the provincial government.</p>
<p>Not everyone was happy about the launch, with the Association québécoise des retraité des secteurs public et parapublic, which represents the interests of retired public and parapublic workers suggesting that all 55 years old and over Quebecers should boycott the site. The Association&#8217;s president, Luc Vallerand said that recent studies suggest that seniors are at risk when it comes to Internet gambling.</p>
<p>&#8220;We think that Loto-Québec&#8217;s offer of Internet gambling is going to give them a false sense of security,&#8221; Vallerand told the Montreal Gazette. &#8220;Players will think that there is no danger or potential for problems on Loto-Québec&#8217;s site. And they may not (easily) see what it is costing them because a credit card can be used,&#8221; he said.</p>
<p>Jean-François Biron, a gambling researcher and member of the Montreal public health department&#8217;s advisory committee agreed, claiming that in countries where Internet gambling has recently been sanctioned by the state, gambling participation rates &#8211; and problems &#8211; have grown.</p>
<p>He told the Gazette that in England, the participation rate for people age 55 to 64 was 2.7% in 2006, but jumped to eight percent in 2010, whilst in Sweden, the number of problem gamblers among women age 45 to 64 doubled after state-sanctioned Internet gambling was introduced.</p>
<p>Loto-Quebéc declined to say how many Quebecers signed up initially or how much was wagered online on the opening day. <a href="http://poker-room.ws">Online poker</a> appeared to be popular, with over 800 players online by mid-morning, climbing to 1,600 early evening.</p>
<p>Espacejeux offers an extensive range of casino games, and there are plans for collaboration next month with the British Columbia internet gambling venture, enabling players from both provinces to compete against each other on a common network based in Montreal.</p>
<p>A Loto Quebec spokesman said that Espacejeux expects to attract between 10,000 and 20,000 Quebecers before Christmas, and generate around Cdn50 million in revenues through 2012.</p>
